About the Webinar

During this webinar, you will learn about new legislative changes, including changes to Minnesota Statute 169, new court decisions from both the United States Supreme Court and Minnesota Supreme Court, and updates and legal challenges regarding source code of breath test devices and how COVID-19 is affecting court cases. You won't want to miss this update on changes to laws related to traffic safety.

David Bernstein

David Bernstein is a prosecutor with the Minneapolis City Attorney’s Office who specializes in DWI and traffic cases. He attended the full two-week DRE school and handles both alcohol and drug-impaired DWI cases in Hennepin County District Court and the Minnesota appellate courts. Mr. Bernstein regularly presents DWI-related CLEs and law enforcement trainings across the state. He is also the chair of Minnesota’s DWI Task Force, through which he drafts, advocates, and testifies about proposed DWI legislative changes.

Amy J. Tripp-Steiner is a prosecutor for the City of Minneapolis, where she prosecutes both alcohol and drug-impaired driving cases. She attended the full two-week DRE School and has applied that training in the courtroom as well as being a presenter at educational seminars to attorneys and law enforcement around the State of Minnesota. Ms. Tripp-Steiner previously worked as an assistant attorney general for the State of Minnesota litigating implied consent cases.

Bill Lemons

Bill Lemons

Bill Lemons joined the Minnesota County Attorneys Association in 2008 and currently serves as the traffic safety resource prosecutor for the State of Minnesota. In 2007, this was a new program in the state, and Mr. Lemons was responsible for its creation and development. In this position, he provides training, research, technical assistance, and support to Minnesota’s prosecutors, law enforcement and other traffic safety partners. The program is funded through a federal grant from the National Highway Traffic Safety Administration and is administered by the Minnesota Office of Traffic Safety. Mr. Lemons has extensive jury trial experience in the DWI area and is a frequent presenter at CLE seminars.
